Ningxiang County-level City ranked first among 86 sample districts and counties in Hunan Province for its performance in optimizing the business environment, according to announcement by the general office of Hunan Provincial Government on January 18.
The provincial-level business environment evaluation is based on the latest national business environment evaluation system and led by the Hunan Provincial Development and Reform Commission and the Hunan Provincial Government Affairs Administration and Service Bureau. The business environment of participating counties, county-level cities and districts was quantitatively evaluated and ranked by integrating 11 indicators such as start-up, construction permit and accessibility to electricity.
In recent years, Ningxiang has deepened reforms in administrative services; paid special attention to market evaluation, enterprise feedback and public satisfaction; and continuously improved its business environment.

In 2022, Ningxiang made the list of China's top 100 counties for investment competitiveness, ranking 20th nationwide and 2nd in central and western China.
