Hunan encourages Hunan entrepreneurs to return home to start businesses

A conference on encouraging Hunan entrepreneurs to return home to start business was held on January 11.

From January to November 2022, Hunan entrepreneurs invested in and started up 899 new enterprises, with a total paid-in investment of more than 421 billion yuan, accounting for 34.9 percent of the paid-in domestic capital attracted by Hunan Province.

In 2022, Hunan held important events including the Global Forum for Hunan Entrepreneurs, the first Tourism Development Conference of Hunan Province and the provincial key projects signing ceremony, and over 90 percent of investment projects came from Hunan-based entrepreneurs.

Hunan has been making efforts to optimize the environment for these entrepreneurs.

In 2022, Hunan issued relevant policies to build a policy system for Hunan entrepreneurs to return home to start business. The information has been basically learned about on around 8.7 million Hunan entrepreneurs, individual businesses, agricultural cooperative managers, migrant workers and college students working or studying outside Hunan Province.

In the following five years, Hunan will strive to attract 2 percent of migrant people from Hunan to return to start business every year.

Meanwhile, Hunan has also launched the construction of a Hunan entrepreneur database, a Hunan talent pool, a Hunan-based listed company library, and a Wechat official account for Hunan entrepreneurs worldwide. These will be connected and share data with the Hunan Investment Promotion Cloud Platform to form a resource system of an enterprise library, a project library, an institution liaison library and a global investment attraction map.

So far, data of 712 commercial chambers have been collected and shared with Hunan's cities, prefecture, industrial parks and development zones.

To promote entrepreneurship and innovation upsurge to rural areas, Hunan has implemented the construction of typical rural entrepreneurship and innovation counties, rural entrepreneurship and innovation parks and incubation and training bases, built cultivation platforms for rural entrepreneurship and innovation players, and created a good environment for migrant workers to return home to start businesses.

The Collection of Rural Entrepreneurship and Innovation Polices was compiled, and a series of activities were launched including sending policies, information, technology and services to returning migrant workers. The rural entrepreneurship and innovation policies were deeply publicized.

According to the latest statistics, as of October 2022, there were 285,000 business entities that returned to the rural areas in the province, and 724,000 rural entrepreneurs and innovators including 579,000 migrant workers. A total of 198,000 entrepreneurship and innovation employment training sessions were launched in rural areas, involving 99,000 rural entrepreneurship and innovation leaders. The rural entrepreneur innovators in the province helped 1.873 million people to find jobs.

As the Spring Festival is approaching, most Hunan people will return home. This is the best time of the year to vigorously encourage Hunan entrepreneurs to return home to start businesses. All departments will work together to seize this precious opportunity.

In the long run, all departments at all levels in Hunan will improve and promote organizations, formulate incentive policies and build a homecoming entrepreneurship platform, in an effort to encourage Hunan entrepreneurs as well as migrant workers to return home and start a business.
