First-class business environment empowers economic development in Changsha City

The All-China Federation of Industry and Commerce recently released the results of the business environment evaluation by 10,000 private enterprises in 2022, and Changsha’s comprehensive score ranked sixth among all cities (excluding municipalities directly under the central government) in the country, three places higher than last year, and ranked first in the central and western regions.

Changsha city focused on the innovation of mechanisms to optimize the business environment, and the life cycle of enterprises, and strove to create an international and domestic first-class business environment like investment services, government services and rights protection.

Marketization is the core of the business environment. Changsha City continued to stimulate the vitality of market entities, deepened the reform of the commercial system, and introduced reforms such as “multiple certificates in one” and “one thing at a time” to spur the vitality of market entities.

The Municipal Center for Optimizing the Business Environment has continued to carry out six special actions, including the optimization of business environment indicators and tackling difficult problems in business complaints.

A sound rule of law is the best business environment. Changsha City implemented the “one-window ” model, launched online case filing and cross-domain case filing, improved the mechanism for investigation and sorting out contradictions and disputes, striving to create a fair and orderly market environment.

In the face of infringement problems such as copycats and imitation of local brands such as “Cha Yan Yue Se”, Changsha City provided comprehensive and high-quality intellectual property rights protection services, so that enterprises gained a sense of security.

Internationalization is the shining business card of the business environment. Changsha City continued to build an air, rail, water, public and international logistics system connecting the five continents, to accelerate the construction of the air lines, to promote Changsha City from an “inland hinterland” to an “open highland”. It has been rated as one of China’s top ten most satisfactory cities for foreign investment for two consecutive years.

The continuous improvement of the business environment has empowered economic development in Changsha City. From January to September, Changsha City introduced 60 new investment projects of “Top 500 Three Categories” enterprises, with a total investment of 62.99 billion yuan. 137 major projects were newly introduced, with a total investment of 175.815 billion yuan. In the first three quarters, GDP exceeded one trillion yuan for the first time, with a year-on-year increase of 4.8%, ranking first among the capital cities of central provinces.
