Ningxiang Smart City Operation and Management Center won the first prize in terms of good governance, news from the award ceremony of the First China’s New Smart City Innovation and Application Competition held on November 19. Ningxiang is the only city in Hunan province that wins the first prize.

What is a smart city? How does it relate to the life of ordinary people? In fact, the achievements of smart city construction have already been integrated into the daily life of ordinary people.

Ningxiang Smart City Operation and Management Center is a window that displays Ningxiang’s new smart city construction achievements, and the command and dispatch center of urban operation and management. 

Through the data sharing and exchange platform, the management center can effectively access more than 130 million pieces of structured data and more than 60,000 pieces of unstructured data from the systems of departments and units in aspects of government affairs, transportation, public security, education, tourism and so on. 

At present, 15 functional modules have been developed to realize the monitoring and warning, command and dispatch, achievement display and other functions of urban operation management.

Since being put into operation in 2017, the management center has realized efficient dispatch in flood, the Spring Festival travel rush, epidemic containment and other emergency events, dealt with nearly 300,000 problems concerning people's livelihood, provided forecasts and early warning in 1,066 campus safety incidents and 9 forest fire incidents, and comprehensively integrated service hotlines of 39 functional departments.

The operation of smart city takes "Smart Ningxiang" APP as the carrier, integrating basic functions such as remote assistance, face recognition, handwritten signature, fingerprint verification, guidance, real person authentication, electronic signature, online payment and OCR recognition. 

It has developed 345 online items for personal affairs, 58 for production resumption, 36 for certificate printing, 290 for business query and more than 100 applications for electronic bus stop board, bus code scanning payment, paperless office and so on.
By this way, a comprehensive, whole-process and full-time public service system was established, which has greatly increased people's sense of participation, gain and happiness.

Ningxiang Smart City Operation and Management Center is the first county-level center in Hunan Province. Since its operation, it has received more than 1,000 batches of inspection and study tours at all levels and has been reported by media at all levels for more than 300 times, creating a good regional demonstration effect.
