The China Media Group has designed the report from six observation dimensions: market mechanism reform, public service optimization, opening-up, regulatory mechanism innovation, regional barriers removal, and investment improvement. It contains 10 key tasks and 101 specific reform items listed in the Opinions on Pilot Business Environment Innovation issued by the State Council, aiming to present the trend and wisdom of various Chinese cities in business environment. This year marks the first time for the report to expand its coverage in a large scale, with the focus on counties (cities).
A first-class business environment is the key for cities to develop their economy. In 2022, Ningxiang' s business environment optimization, closely focusing on the development orientation of building itself to a strong industrial city and the development goals of building itself to a sub-center of the provincial capital and advancing itself into the listing of top ten cities in China, fully implemented the strategy of strengthening the provincial capital, continuously deepened the reforms to streamline administration, delegate powers, and improve regulation and services,  and optimized its business environment.

It also carried out four special actions to enhance efficiency, reduce costs in the real economy, protect the rights and interests of entrepreneurs, and implement relevant policies. Ningxian City, focusing on the double benchmarking management and business environment evaluation, further promoted the standard orientation, reform orientation, service orientation, problem orientation, and evaluation orientation. It has sustained the excellent business environment to promote its high-quality development.
Since 2022, Ningxiang has continuously optimized its business environment with  more considerate services for enterprises and planned investment attraction in investors' shoes. A series of documents around business environment improving have been issued. The municipal leading group and officers who are occupied in improving the business environment made overall plans for four special actions and authorized the park with 173 approval rights. At the same time, Ningxiang City has managed its national business environment index system by benchmarking, setting up 200 business environment monitoring points, and hired 100 experts to check its business environment.

In order to promote the industrial development, Ningxiang City has made great efforts to optimize the business environment, formulated the assistance manual for pillar industries, solved the difficulties of enterprises, and released relevant policies. The city leaders and units have provided pairing assistance for major enterprises and projects. For example, they helped solve the problems by online and offline means in the aspects of land use, approval, expropriation and demolition, capital, water and electricity. A good business environment can reflect the productivity and competitiveness of enterprises, enhance the market vitality and strengthen the economic development, signifying the promising future of Ningxiang.
