Cross-border e-commerce in Changsha connects global market

Since China (Changsha) Cross-border E-commerce Comprehensive Pilot Zone was approved in July, 2018, Changsha has formed an ecosystem of cross-border e-commerce that has injected strong momentum into Changsha's efforts to build an opening-up hub in inland areas.


Over the past four years, exports and imports via cross-border e-commerce have involved markets in developed countries and regions such as the United States, Japan and the European Union, as well as more than 100 countries and regions along the Belt and Road.

Its volume has exceeded US $7.6 billion, with an average annual growth rate of 104%, ranking among the top cities in the central and western regions.

Relying on Jinxia Customs Bonded Logistics Center, Huanghua Comprehensive Bonded Zone and Changsha High-tech Zone, the pilot area not only promotes products made in Hunan to overseas markets, but also enables citizens to buy imported products without traveling overseas.

Cross-border e-commerce breaks through time and space constraints, reduces intermediate links in trade, and solves the problem of information asymmetry between supply and demand.

This new business mode of international trade has stimulated Changsha's import and export, and brought more opportunities for its industrial transformation and upgrading.

1. Industry cluster creates the new market ecology

On June 20 this year, 6 major projects related to opening up economy were signed in Changsha.

Among them, MMT Cross-border E-commerce Operation Center will lead Changsha to build a cross-border e-commerce operation center in the central and western regions of China.


The TK Southeast Asian Cross-border E-commerce Operation Center project will build an independent innovation business chain integrating cross-border e-commerce, Internet celebrity economy and livestreaming e-commerce, which is planned to be put into operation in the second half of this year.

With the expansion of cross-border e-commerce, all its business modes have developed in Changsha in recent years, where a policy system on cross-border e-commerce has been implemented, a number of listed enterprises with large scale and brand effect have been introduced and cultivated, and an integrated development pattern of international mail, international express and cross-border e-commerce business has been formed.

Changsha has also created a training-evaluation-employment system for talent engaging in cross-border e-commerce.  

Thanks to such efforts, the industry in Changsha has leaped onto a new stage, and its import-export volume was US $1.7 billion during 2018-2019, topped US $2.45 billion in 2020, and reached US $3.5 billion in 2021.

2. Smooth logistics boosts international trade

Logistics occupies an essential part of cross-border e-commerce. Therefore, stable and smooth logistics channels undoubtedly boost the development of cross-border e-commerce in Changsha.

The city has fully taken its advantages as a transportation hub and explored multimodal transports, including cross-border e-commerce plus export charter and China-Europe freight train, accelerating its construction of the cross-border e-commerce distribution center in Central and Western China.
 
Cross-border e-commerce prefers fast international air cargo. In 2021, Changsha operated 14 international cargo routes, with international cargo mail quantity exceeding 90,000 tons for the first time.

A cargo aircraft departed from Changsha Huanghua International Airport towards São Paulo, Brazil on the afternoon of March 17. It's Hunan's first direct air cargo route to South America, which marks that Changsha has expanded international air logistics channels to North America, Europe, Asia and South America.

Eventually, a direct air freight route has linked Hunan and Brazil.

The China-Europe freight train is a more appropriate means to deliver bulk goods like ore and engineering machinery.


In 2021, the annual number of China-Europe freight train trips exceeded 1,000 for the first time, ranking first group in the country for three consecutive years.

At present, Changsha is vigorously promoting the new modes of customs clearance, such as advance declaration, two-step declaration and rapid railroad clearance, significantly reducing time for customs clearance.
