On May 31, the Hunan Provincial Government Information Office held a press conference to introduce Hunan's measures to implement a national policies package to stabilize the economy.
 
Hunan has formulated the "Detailed Rules for the Implementation of the National Package of Policy Measures to Stabilize the Economy" and particular policies in 8 aspects.

The move aims to implement the spirit of the national video and telephone conference on stabilizing the economy and the 33 detailed policy measures and arrangements for stabilizing the economy in six areas announced at a State Council executive meeting.
 
In terms of fiscal policy, efforts will be made to help enterprises, especially micro, small, and medium-sized ones, tide over difficulties and effectively stabilize market entities and employment.
 
Regarding financial policies, financial support will be increased for industries affected by the epidemic and more convenient accessible financing channels will be provided.
 
In stabilizing investment and promoting consumption, Hunan will accelerate the construction of significant infrastructure projects such as water conservancy and transportation, promote the construction of urban underground pipelines according to local conditions; speed up the construction of charging infrastructure in national and provincial trunk lines, highways, and residential communities.
 
On food and energy security, some policy measures have been put forward to protect farmers' enthusiasm for growing grain and improve energy supply capacity, including speeding up the allocation of various national agricultural subsidies, appropriately increasing the provincial reserves of potash fertilizer, etc., and accelerating the construction of major energy projects such as the Pingjiang Power Plant.
 
To stabilize industry and supply chains, Hunan will lower utility costs for market entities in water, electricity, and gas use, reduce and exempt their rent, and establish and improve the "safe list" system for key industrial chain and supply chain providers. In addition, a number of national backbone cold chain logistics bases, will be built.
 
As for policies concerning people’s livelihood, Hunan will implement support policies for housing provident funds and allow enterprises affected by the epidemic to apply for delayed payment of housing provident funds.

In addition, the province will bolster the employment and entrepreneurship of rural migrant population and rural labor and enhance social security guarantee measures.
