Since the outbreak of COVID-19, the Smart Ningxiang APP and its Wechat public account have been used to post information in search of close contacts of the confirmed cases every day.

Through big data, government decisions can be conveyed more smoothly, information release can be more timely, and business can be handled through mobile devices to achieve "non-meeting approval", so as to facilitate epidemic prevention and control.

Efficiency improved by video meeting system

"The test for video meeting system was completed, and the definition has been greatly improved." At 9:30 p.m. on July 28, a staff of Ningxiang Data Resource Center wrote the above work log after checking the video meeting system of the city.

Just two hours later, Ningxiang found a COVID-19 positive case. In the following days, the Ningxiang Municipal Party Committee and government held several video meetings to arrange the epidemic prevention and control work in the fastest way. 
The staff of Ningxiang Data Resource Center were on full duty for the normal operation of video meeting system, ensuring that the requirements and measures of the provincial and municipal authorities on epidemic prevention and control were implemented to the grass-roots level of the city's 29 towns (streets) and 278 villages (communities) in the first time.

More timely collection and release of epidemic prevention information

How to accurately track the whereabouts and close contacts of confirmed cases? Big data catches every hint.

On July 29, Yu Xinfan, secretary of the Party Working Committee of Ningxiang Economic  and Technological Development Zone and Party secretary of Ningxiang Municipal Committee, stressed that the efficiency and precision of "big data + grid" should be further improved to provide strong support for the epidemic prevention and control.

The data department assists the headquarters in data processing of crowd flow to step up the epidemiological investigation and accurately identify close contacts and secondary contacts, providing data support for decision-making.
How to release the collected information in a timely and authoritative way? Huang Tao, deputy secretary of the CPC Ningxiang Municipal Committee and acting mayor, pointed out that Smart Ningxiang, as the official information release channel, should update the latest as soon as possible. 

"Smart Ningxiang" published important tweets on epidemic prevention and control, providing an official channel for citizens to check their travel record, which was read by nearly 50,000 people within a week. The special anti-epidemic columns have been set up on the Smart Ningxiang and official website of Ningxiang Municipal Government. 

At present, the APP has updated nearly 70 pieces of the latest news, rumor refuting information and popular science knowledge.

Balancing economic development and anti-epidemic efforts

Ningxiang Data Resource Center gives full play to its technological advantages and actively provides data support for "non-meeting" administrative examination and approval services, helping citizens to complete the relevant applications at home. And the examination and approval results will be sent home by express mail.
 
As an important platform for "non-meeting approval" and an official information release platform, Smart Ningxiang APP recently has received a large number of visits from citizens. On the night of July 30, it received more than 3 million visits. In order to ensure the smooth operation of the APP, the data resource center organized staff to work overtime on traffic extension, code optimization, access speed increase.

Now, 510 items of non-meeting examination and approval in Ningxiang have been realized on mobile terminal. By the end of July, 274 applications have been handled, and 463 expresses have been delivered.
