Favorable policies for investment promotion

Ningxiang National Economic and Technological Development Zone (hereinafter referred to as "the economic and technological development zone") has adopted a number of flexible policies like plant leasing and land sales to enhance its appeal to potential firms.

Workshop leasing: Rental prices for local workshops range from 15 yuan (about $2.33) to 18 yuan per square meter. The rental price is closely related to a firm's tax contribution. Some enterprises are entitled to free rentals in reward of their tax contributions.

Land purchases: The listed land price for industrial use is 270,000 yuan per mu (about 667 square meters) and its cost price is 650,000 yuan per mu. Land prices are adjustable in accordance with a firm's tax contributions. Some enterprises are entitled to free land in reward of their tax contributions.

Subsidies for advanced equipment: The purchase of a single set of equipment valued at more than 200,000 yuan will be covered by a subsidy (10 percent of its original purchase price). The subsidy shall not exceed three million yuan.

Rental subsidies for talent apartments: All enterprises registered in the economic and technological development zone are entitled to enjoy a monthly rental subsidy of 8 yuan per square meter, in accordance with the favorable policy on talent apartments.

“Zero rent” during decoration: Leaseholders are entitled to enjoy a policy of "zero rent" during their decoration period, which is about three months.

Special deduction for senior managers' individual income tax: Senior managers are entitled to a special deduction of their individual income tax, which will be retained by the economic and technological development zone. The number of awardees is limited to five.

Favorable policies for major investment projects shall be negotiable between investors and the economic and technological development zone.

Furthermore, the economic and technological development zone has additional resources to better serve candidate investors.

Rich human resources: The economic and technological development zone is home to 55 universities and 12 vocational schools, including Central South University, Hunan University and the National University of Defense Technology, with a total of 800,000 college students. In addition, there are 97 research institutes, 14 national engineering (technology) research centers and 15 national key (engineering) laboratories.

Lower operational costs: The economic and technological development zone boasts comparative advantages in terms of land prices, rental prices, the cost of major elements and employee salaries.

Sound supporting facilities: A number of prestigious primary and middle schools have settled in the economic and technological development zone to meet the demand of education. There are residential communities for talents, public rental housing, commercial residential buildings and high-end housing to accommodate the public's diverse housing needs. The average price of a commercial residential building developed by top firms is about 5,500 yuan per square meter. People here have full access to the cultural palace, hospitals, shopping malls, parks and public transportation.

Better business environment: The economic and technological development zone has been recognized as one of the national demonstration development areas for the transformation and upgrading of the Yangtze River Economic Belt. As a result, it has received a three billion yuan low-interest loan. The Hunan Medical Products Administration has already included the Valley of Beauty Industry project into its 14th Five-Year Plan (2021-25), accelerated the streamlining of administration and delegation powers, improved the regulation and upgrading of services, set up flexible services stations, and opened green channels to facilitate the registration of firms involved in the production of medical and cosmetic products and spur the growth of the Valley of Beauty Industry.

Changsha ranked second in the national soft environment index in 2018. The city was conferred with the awards of “China Top 10 Cities for Business Environment Quality” and “China Demonstration Cities for Internationalized Business Environment” in 2019 and 2020, respectively. The economic and technological development zone has made full use of its delegated power and launched administrative services such as planning, environmental protection, market supervision and project approval into local administrative service centers. It has also spared no efforts to provide enterprises with comprehensive and one-stop services.
