Ningxiang National Economic and Technological Development Zone

Ningxiang National Economic and Technological Development Zone (NETDZ) (geographical indication "Blue Moon Valley") was established in 1998. It became a provincial development zone in 2002 and was upgraded to a national economic and technological development zone in November 2010, with a planned area of 60 square kilometers.

In 1997, the CPC Ningxiang County Committee and Ningxiang People's Government set up a private economy fee-free zone in Northeast China. In 1998, it was renamed Ningxiang Science and Technology Industrial Park. In 2002, it was approved as a provincial development zone and renamed Hunan Ningxiang Economic and Technological Development Zone. On November 11, 2010, it successfully became a national-level development zone and was renamed Ningxiang National Economic and Technological Development Zone.
 
The management committee of the zone enjoys the functions of municipal and county-level economic management and administrative examination and approval. The government service center can provide enterprises with "one-stop" agency services for 35 administrative licenses and 25 non-administrative licenses.
 
Development orientation
 
In 2005, the goal of "becoming the top provincial park and quickly transforming into a national-level park" was put forward. In 2009, the goal of "leading the establishment of parks with two focus areas (the environment and resource conservation) and joining the national parks group" was put forward. In 2013, the goals of "becoming among the top parks in five years" and "going forward three major steps in three years with an output value exceeding 100 billion yuan" were put forward to create a park with three focus areas (ecology, characteristics and innovations). In 2015, the goal of "catching up with the latecomers and standing among the top in Hunan" was put forward.
 
Spatial planning
 
At the beginning of construction, the planned area of the zone was 3 square kilometers. In 2009, the planned area was expanded to 25 square kilometers, covering the east of Ningxiang Avenue, north of the First Ring Road, west of the Weijiang River and south of Changchang Expressway.
 
At present, the planned area has expanded to 60 square kilometers. The planning control area involves the suburban area, Shuangjiangkou, Jinghuapu and other township streets.
 
Currently, the scope of requisition and demolition covers 14 communities and villages (10 in suburban areas, one in Shuangjiangkou and three in Jinghuapu) and the built-up area is 25 square kilometers. The long-term plan for the park calls for its area to eventually total 150 square kilometers.

Industrial development
 
2002-2005: comprehensive development
 
2006-2007: electromechanical, food, new energy and new materials, clothing and the footwear industry
 
2008-2009: electromechanical, food, new energy and new materials and the modern service industry
 
2010-2015: "3+1" industrial pattern dominated by food and beverages, advanced equipment manufacturing, new energy and new materials and the modern business and service industries
 
2016: a "321" modern industrial system with food and beverages, advanced equipment manufacturing and new materials as the leading factors, women, pregnant women and infant children, healthcare products and cosmetics as the characteristics, and modern business services as the supplement
 
The park has introduced more than 400 enterprises, with more than 260 large-scale enterprises and more than 70 high-tech enterprises. It is committed to building "four bases": China's fashion consumer goods R&D and production base, the light industrial products trade distribution base in central areas, the global industrial tourism demonstration base and the Blue Moon Valley innovation and creativity base.
