In July this year, four enterprises in Ningxiang High-tech Zone were recognized as “Small Giant” enterprises. So far, there are six “small giant” enterprises in Ningxiang.
 
In the first half of this year, Ningxiang High-tech Zone has achieved remarkable results in both the epidemic prevention work and the economic and social development.

Its battery material demonstration base, a national new industrialization industry demonstration base, was rated as a five-star one by the Ministry of Industry and Information Technology, one of the only two in Hunan province.

Ningxiang High-tech Zone was rated as National Foreign Trade Transformation and Upgrade base (equipment manufacturing), being one of the four new bases in Hunan.  

Ningxiang High-tech Zone ranked first in Changsha’s comprehensive evaluation of high-quality development of parks above provincial level in the first half of the year.

To seize the new opportunities brought by the construction of “Five Good” industrial parks, Ningxiang High-tech Zone will build its leading and characteristic industries into national industrial cluster, and march into top 100 of the national high-tech zones during the 14th Five-year Plan (2021-2025).
　　
Specific measures to build a “Five Good” park
 
Zheng Qi, Party Secretary of Ningxiang High-tech Zone, said at an interview that by the end of 2025, the scale industrial production value will exceed 100 billion yuan (the average annual growth target of output value is 11%); the industrial tax will exceed 4 billion yuan; and the leading industries and characteristic industries will form national industrial clusters and become one of top 100 national high-tech zones. The development quality, benefits and level will be improved simultaneously, the comprehensive strength and competitiveness will be significantly enhanced, and the integration of production, ecology and life will be formed basically.
　　
Ningxiang High-tech Zone splits the overall goal in accordance with the construction standards of a “Five Good” park.
 
In terms of industrial projects, there will be 10 new enterprises with an annual tax revenue of more than 10 million yuan; more than two projects from three kinds of top 500 enterprises and 24-odd projects outside the city with an investment of 200 million yuan or more will be introduced throughout the year.

By 2025, a total of more than 2 major manufacturing projects with an investment of more than 5 billion yuan, more than 5 projects from three kinds of top 500 enterprises and more than 100 key supporting projects of the industrial chains will be introduced, and the average tax per mu will be increased to more than 300,000 yuan.
 
It has also taken detailed measures to realize this goal.

In terms of innovative platforms, there will be 6 new provincial public service platforms and16 newly introduced production service institutions above designated size.

As for project construction, the construction of key projects including Sany Tower Crane and Sany Medium Lifting Machinery will be accelerated to increase the sales revenue of Sany (Ningxiang) Base to 50 billion yuan by 2025. The construction of Sinoboom’s phase II and III projects and other major projects will be promoted, helping its sales revenue exceed 10 billion yuan. It will step up the construction of Wanshsin Seikou’s reducer project with an annual output of 500,000 reducers and the sales revenue of more than 10 billion yuan by 2025.
 
29 projects signed with a contracted investment of 7 billion yuan
 
While strengthening the scientific and technological innovation ability, Ningxiang High-tech Zone focuses on project construction. Statistics show that it has implemented 78 projects, with a total investment of 4.358 billion yuan.
　　
As an upstream enterprise of advanced energy storage material industry in Ningxiang High-tech Zone, the LFP cathode material project of Hunan Pengbo New Materials Co., Ltd. was put into trial production on July 16, which improves the weak links of the advanced energy storage material industrial chain in Changsha.

Four “blade battery” production lines of BYD’s power battery (Phase I) have been fully put into production, with a daily output of more than 40,000 blade batteries. One blade battery can roll off the production line within six seconds. The production technology and equipment lead the industry.

Sinoboom Phase II was put into trial operation, and utilized industry-leading automated intelligent production lines. After being put into operation, it will produce 200 arm aerial work platforms a month.

In the first half of this year, the park has made another breakthrough in investment attractions. It signed 29 new projects with the contracted investment of nearly 7 billion yuan. Sany’s operating and driver cabs and Shinzoom Technology’s 50,000-ton production base for lithium battery cathode materials were directly invested by listed companies with 1 billion yuan.

Thoughtful services guarantee regular production and epidemic prevention
　　
Facing the heavy epidemic prevention and control work, Ningxiang High-tech Zone focuses on both epidemic prevention and control and economic and social development in all aspects. In Ningxiang High-tech Zone, any needs of enterprises can be responded and solved by the park immediately.
　　
The joint working system is another measure to serve enterprises and help them develop in Ningxiang High-tech Zone. So far, 180 cadres have been assigned to 422 enterprises, schools, shops and construction sites to provide one-to-one services.
　　
Since the end of July, in order to guarantee regular production and epidemic prevention control, the cadres in the park have actively provided specific guidance services for enterprises.

From July 30 to August 1, the mass nucleic acid testing was carried out in Ningxiang High-tech Zone, and three free nucleic acid testing sites were set up in the park’s comprehensive building, the university science park and Xiaduopu industrial park. And even the testing was carried out directly in large enterprises such as Sany and BYD. Nucleic acid tests for more than 25,000 people in the park were completed withing three days.
　
In addition to meticulous epidemic prevention work, there are also other thoughtful services. On June 30, an executive of Changsha Guotian Offshore Engineering Equipment Co., Ltd., highly praised the park’s considerable services when the company’s approval was handled in a short time because the relevant departments provided service at the doorstep and solved the problem quickly.   

As for enterprises’ financing difficulties, the park provided 11 enterprises with a total of 49 million yuan of pure credit loans through loan guarantee and bank-enterprise docking and other ways, which effectively alleviated the enterprises’ financing difficulties.
 
Striving for the goal of being China’s top 100
　
After years of development, Ningxiang High-tech Zone has formed an industrial cluster with intelligent equipment manufacturing as the leading industry and advanced energy storage materials as the characteristic industry.
 
“The park will focus on improving average benefit per mu, accelerating the construction of ‘Five Good’ park, and striving to be one of Hunan’s top 10 industrial parks,” said Zheng Qi.

During the 14th Five-year Plan period, the park will build its leading industries and characteristic industries into national industrial clusters, and marching towards the goal of being one of China’s top 100 high-tech zones.

To this end, the park has focused on building an advanced manufacturing cluster system, creating an important group of world-class engineering machinery industry cluster, a core group of national advanced energy storage material industry cluster, and an important industrial base of medical devices in Hunan Province.

During the 14th Five-year Plan period, it will realize an output value of more than 70 billion yuan in equipment manufacturing industry and more than 40 billion yuan in energy storage material industry. It will cultivate more than 5 enterprises with an output value of more than 10 billion yuan and more than 5 listed enterprises. 

By 2025, more than 10 national and provincial innovation platforms will be added, a national intellectual property pilot demonstration park will be built, and Hunan University Science and Technology Industrial Park will be a national innovation and entrepreneurship platform.
