To thoroughly implement the Strategy of "Three Hubs and Four New Missions", Ningxiang City is committed to developing itself into a hub of advanced manufacturing industry of national importance for demonstration and a hub of technological innovation with core competitiveness for transformation, and to promoting the high-quality development of industrial economy in Ningxiang City. For the above purpose, this policy is formulated.

Article I Scope of application and principles of incentives and subsidies

1. Enterprises that can apply for incentives and subsidies must be large-scale enterprises that are included in the regional statistics, and whose registered office, location and tax settlement is in Ningxiang City (except for subsidies for high-tech enterprise, technology contract registration services and incentives and subsidies for intellectual property rights).

2. For enterprises or their investors, shareholders and other related parties that settled in Ningxiang City and who have enjoyed incentives and subsidies, incentives and subsidies will not be provided again.

3. For the same enterprise involved in more than one incentive and subsidy of the same kind, only the highest one is provided. If a similar project can receive incentives and subsidies provided by a higher-level policy, incentives and subsidies will not be provided again.

4. For major industrial projects and projects with special contributions, a case-by-case analysis will be conducted to decide support policy.

5. Enterprises that have been investigated and punished for production safety accidents and environmental violations will be ineligible for the incentives and subsidies.

6. The amount of individual incentives and subsidies received by the enterprise shall not exceed the total amount of the local retained portion of paid tax revenue for the current year (except for subsidies for high-tech enterprise, technology contract registration services and incentives and subsidies for intellectual property rights).

7. According to the tax sharing system, the incentives and subsidies involved in the document are financed by the city and the park at 40% and 60% respectively, enterprises outside the park are fully financed by the city.

Article 2 Support for the multiplied development of enterprises

For large-scale enterprises that promise to multiply their output value and tax revenue in the next five years, with a compound growth rate of tax revenue of 15% or more and an output value growth rate that reaches the city’s average level, a subsidy of 50% of the incremental local retained portion of the main taxes (VAT and corporate income tax) for the current year will be granted, with a single enterprise receiving a subsidy of no more than three million yuan per year. Enterprises subject to case-by-case analysis and investment promotion preferential policies within the agreed period are not included. This article will not provide incentives and subsidies that are duplicated with the Article 3 (1) Outstanding Contribution to Industrial Development Award and (2) Contribution to Industrial Development Award (led by Ningxiang Municipal Bureau of Industry and Information Technology).

Article 3 Support for excellence and achievements of enterprises

1. Outstanding Contribution to Industrial Development Award

For the enterprises whose annual tax payment is more than 100 million yuan and the growth rate reaches more than 15%, and the growth rate of added value exceeds the average level of the city; the enterprises whose annual tax payment is more than 200 million yuan and the growth rate reaches more than 12%, and the growth rate of added value exceeds the average level of the city; the enterprises whose annual tax payment is more than 300 million yuan and the growth rate reaches more than 10%, and the growth rate of added value exceeds the average level of the city; and the enterprises whose annual tax payment is more than 500 million yuan and the growth rate reaches more than 8% and the growth rate of added value exceeds the city's average level will be rewarded with "Outstanding Contribution to Industrial Development Award", with 500,000 yuan, one million yuan, 1.5 million yuan and two million yuan for each enterprise respectively (led by Ningxiang Municipal Bureau of Industry and Information Technology).

2. Contribution to Industrial Development Award

For enterprises whose total annual tax payment reaches more than 10 million yuan for the first time and the growth rate reaches more than 20% and the growth rate of added value exceeds the city's average, a lump sum award of 150,000 yuan will be given. For enterprises whose total annual tax payment reaches more than 30 million yuan for the first time and the growth rate reaches more than 16% and the growth rate of value added exceeds the city's average level, a lump sum award of 200,000 yuan will be given. For enterprises whose total annual tax payment reaches 50 million yuan or more for the first time and the growth rate reaches 12% or more, and the growth rate of value added exceeds the city's average level, a lump sum award of 300,000 yuan will be given. For enterprises whose total annual tax payment reaches 100 million yuan for the first time and the growth rate reaches more than 10% and the growth rate of value added exceeds the city's average level, a lump-sum award of 400,000 yuan will be given (led by Ningxiang Municipal Bureau of Industry and Information Technology).

3. Support for local procurement

For large-scale enterprises that purchase more than one million yuan of products from local industrial enterprises, subsidies will be given at 1% of the actual purchase amount, with the maximum annual subsidy not exceeding 500,000 yuan. (This program is led by Ningxiang Municipal Bureau of Industry and Information Technology.)

4. Support for green manufacturing

Support will be given to enterprises for green manufacturing, rational use of natural resources and energy and protection of the environment, and the reduction, recycling, and safe disposal of waste. For enterprises that are certified by the voluntary clean production assessment in Changsha City, Hunan Province, an award of 80,000 yuan will be given to each enterprise (This program is led by Ningxiang Municipal Bureau of Industry and Information Technology.)

5. Support for enterprises above designated size

For enterprises above designated size that are newly established or newly put into operation, an award of 100,000 yuan will be given to each enterprise. For the large-scale enterprises that are transformed from small and micro enterprises for the first time, an award of 50,000 yuan will be given to each enterprise. (This program is led by Ningxiang Municipal Bureau of Industry and Information Technology.)

6. Support for listing

Support will be given to enterprises for domestic and overseas listings. For enterprises whose registered offices are in Ningxiang City and have successfully realized domestic or overseas initial public offering during their stay in Ningxiang, a total subsidy of six million yuan will be provided. Specifically, for enterprises listed domestically, a subsidy of one million yuan will be provided if they receive a filing letter for counseling from the Hunan Regulatory Bureau of the China Securities Regulatory Commission (CSRC); a subsidy of two million yuan will be provided if they receive the acceptance from the exchange; and a subsidy of three million yuan will be provided if they complete their listing and issuance. For enterprises listed overseas, a subsidy of three million yuan will be provided if they receive the acceptance from the exchange; and a subsidy of three million yuan will be provided if they complete the listing and issuance. For listed enterprises that move their company registration to Ningxiang City, a lump sum subsidy of 10 million yuan will be provided, and the above awards will not be repeatedly provided. (This program is led by the Ningxiang Municipal Financial Affairs Center.)

7. Support for refinancing

For enterprises whose production and operation are normal and whose loans are about to expire, if they have temporary difficulties in repaying the loans, meet the credit conditions of the banks and the banks agree to renew the loans, a short-term working capital will be provided for the enterprises to repay and renew the loans on schedule. The enterprises using the emergency working capital for refinancing will be charged 0.5%% per day within two days, and 0.98%‰ per day per day for more than two days. In principle, a single emergency working capital for enterprises should not exceed 50 million yuan. (This program is led by the Ningxiang Municipal Financial Affairs Center.)

Article IV Support for intelligent manufacturing

1. Support for intelligent technological transformation

Support will be provided to enterprises to promote intelligent equipment, lean processes, quality control and traceability through the renovation of the overall design and process flow of the workshop or factory, the establishment of intelligent production lines, and the acquisition of intelligent equipment. For enterprises whose annual growth rate of output value or tax revenue reaches 15% or more, after its transformation into large-scale enterprises, for the new intelligent equipment and industrial software purchased in the year with a single unit (set) invoice with an ex-tax price of 300,000 yuan or more (including 300,000 yuan), a subsidy of 10% of the ex-tax price will be given.

The total amount of subsidies received by a single enterprise (group) shall not exceed three million yuan. The project shall be declared quarterly and subsidies shall be issued annually. Enterprises enjoying subsidies shall not transfer the business or move out of Ningxiang City within two years after receiving subsidies, otherwise they shall return the full amount of the subsidies. (This program is led by Ningxiang Municipal Bureau of Industry and Information Technology.)

2. Special awards for intelligent manufacturing 

Enterprises that obtain the national identification for the implementation of the integration of industrialization and informatization, that are certified as a national benchmarking (demonstration) enterprise in intelligent manufacturing, or that win such honorary titles as “little giant” and “green factory” will be rewarded with 100,000 yuan for that year. Enterprises that are selected as demonstration (pilot) company of intelligent manufacturing in Hunan province or Changsha will be rewarded with 50,000 yuan or 20,000 yuan respectively.

Enterprises that win provincial identification for the implementation of the integration of industrialization and informatization, that are certified as “cloud platform” benchmarking enterprise , or that win such titles as “iconic company”, “single champion”, “little giant”, “green factory” and others will be rewarded with 50,000 yuan. (This program is led by the Bureau of Industry and Information of Ningxiang.)

Article V Support for scientific and technological innovations

1. Support for commercialization of scientific and technological achievements

A special project for the commercialization of key scientific and technological achievements will be set up, aiming to encourage enterprises to introduce scientific and technological achievements and achieve commercialization and industrialization in Ningxiang in a way of pre-funding or pre-approving and post-subsidizing, with 500,000 yuan to 1 million yuan for each project. Besides, projects to guide technological innovations will be set up to advance the development of key technologies based on the needs of leading industries in Ningxiang, in a way of pre-funding or pre-approving and post-subsidizing, with 100,000 yuan to 200,000 yuan for each project. (This program is led by the Bureau of Science and Technology of Ningxiang.)

2. Develop new high-tech industries

We will carry out a program to consolidate the foundation of high-tech enterprises and subsidize those which submit materials for the identification of high-tech enterprises and get approved by the municipal administrative department of science and technology with 20,000 yuan, and those which are identified as high-tech enterprises will get a subsidy of 40,000 yuan. We support the construction of innovation platforms and reward enterprises that are approved to build national, provincial or municipal (Changsha) enterprise technology innovation center, engineering technology research center, engineering research center, enterprise technical center, manufacturing innovation center, enterprise innovation center, industrial design center, engineering laboratory, key laboratory and technology business incubator at the provincial (regional and municipal) levels with 300,000 yuan, 200,000 yuan and 100,000 yuan respectively. (This program is led by the Bureau of Science and Technology of Ningxiang.) 

3. Enterprises are encouraged to increase R&D investment 

We will establish an award for enterprises that rank top 10 in total R&D investment and have higher growth rate than the average level in the city that year with a reward of 100,000 yuan. Besides, we will reward the top 10 enterprises who enjoy higher growth rate of R&D investment and whose R&D investment exceeds 5 million yuan (including 5 million yuan) with 50,000 yuan. Enterprises with positive growth in R&D investment will be given a subsidy of 5% of their increment, no more than 300,000 yuan. (This program is led by the Bureau of science and Technology of Ningxiang.)

4. Enterprises are encouraged to conduct transaction in technology

Enterprises in Ningxiang whose annual transaction of technology contracts that are confirmed by Changsha Technology Contract Registration Site reaches 20 million yuan to 100 million yuan will be given a reward of 1‰ of the trade volume. In addition, enterprises whose annual transaction exceeds 100 million yuan will gain an extra reward of 0.5‰o of the excess and any individual company will receive a reward of no more than 300,000 yuan.

Science and technology service enterprises are encouraged to help other enterprises in the city to complete the registration of technology contract and will get an award of 0.4‰% of the annual transaction facilitated by them and if the transaction volume exceeds 500 million, they can get an extra reward of 0.2%‰o of the excess, and the total amount of the award will not exceed 300,000 yuan. (This program is led by the Bureau of science and Technology of Ningxiang.)

Article VI  Support for creative application of intellectual property and brand building

1. Enterprises that acquire invention patents in China (including Hongkong, Macao and Taiwan) will be given a one-off subsidy of 50% of actual expense; those which acquire invention patents at abroad will gain a one-off subsidy of 50% of the actual expense, and the total amount of subsidy for enterprises which obtain patents in multiple countries will not exceed 50,000 yuan. (This program is led by the Administration for Market Regulation of Ningxiang.)

2. Enterprises which win the gold medal or silver medal of Chinese patent or Chinese design will gain an award of 200,000 yuan for each; those which win the excellence award of Chinese patent or Chinese design will be rewarded with 80,000 yuan for each and those which are newly identified as national intellectual property demonstration enterprise or national intellectual property competitive enterprise will get a one-off reward of 200,000 yuan or 100,000 yuan.

Besides, we will award enterprises that win the first, second and third prize of Hunan patent with 50,000 yuan, 30,000 yuan and 20,000 yuan respectively; those which are identified as Chinese well-known trademark will be given a one-off reward of 200,000 yuan; those which win China Quality Award, the governor quality award and Changsha Mayor Quality Award will receive 200,000 yuan, 100,000 yuan and 50,000 yuan respectively and enterprises or individuals that win Ningxiang Mayor Quality Award will gain 150,000 yuan or 30,000 yuan as a reward. (This program is led by the Administration for Market Regulation of Ningxiang.)Projects identified as high-value patent will be subsidized with 500,000 yuan for each. Leading enterprises are encouraged to conduct warning analysis of industry patents and will get a one-off subsidy of 500,000 yuan after completing a project. those which are identified as patent-intensive enterprises will be subsidized with 20,000 for that year, and those which are identified as national,

3. Projects identified as high-value patent will be subsidized with 500,000 yuan for each. Leading enterprises are encouraged to conduct warning analysis of industry patents and will get a one-off subsidy of 500,000 yuan after completing a project. Those which are identified as patent-intensive enterprises will be subsidized with 20,000 for that year, and those which are identified as national, provincial or Changsha pilot intellectual property education sites or demonstration schools will receive an annual subsidy of 30,000 yuan, 20,000 yuan or 10,000 yuan respectively during the pilot period.

4. Enterprises that are financed by intellectual property pledge will be given an interest subsidy of 50% of the benchmark loan rate of the People's Bank of China based on the actual loan time of that year and the total amount of interest subsidy for a single loan for each enterprise will not exceed 100,000 yuan. Banks or guarantee institutions that provide intellectual property pledge financing for enterprises with loan amounts being 5 million yuan, 10 million yuan and over 10 million yuan, will be rewarded with 20,000 yuan, 30,000 yuan or 40,000 yuan respectively.

Moreover, companies are encouraged to protect their rights and those which win the final judgment or succeed in safeguarding their rights will get a subsidy of at least 30,000 yuan for each case. Enterprises in cooperation with colleges and universities to achieve the transformation (including transfer, license, pricing and investment of application of intellectual property) will get a reward of 30,000 yuan for each transformation. (This program is led by the Administration for Market Regulation of Ningxiang.)（4）Support for standardized construction. Enterprises that are new members of international, national or industrial technical committees for standardization or enterprises that lead in formulating (revising) international, national, local or group standards will receive a one-off subsidy of 100,000 yuan, 80,000 yuan or 50,000 yuan respectively. Besides, those which carry out national or provincial standardization pilot demonstration projects and pass the acceptance will be rewarded with 200,000 yuan or 100,000 yuan. (This program is led by the Administration for Market Regulation of Ningxiang.)

Article VII  Carry forward entrepreneurship and craftsmanship

1. Selection of “outstanding entrepreneurs”

Legal representatives (or chief executives of enterprises in Ningxiang) of enterprises that pay a tax of more than 50 million that year, with a year-on-year increase of 10% and whose growth rate of industrial added value exceeds the average level of the whole city, will be selected as “outstanding entrepreneur of Ningxiang” with an award of 300,000 yuan for each person (the same enterprise or entrepreneur will not be awarded repeatedly within five years). (This program is led by the Bureau of Industry and Information of Ningxiang.)

2. Selection of “excellent entrepreneurs”

Legal representatives (or chief executives of enterprises in Ningxiang) of enterprises that pay a tax of more than 30 million that year, with a year-on-year increase of 15% and growth rate of industrial added value exceeds the average level of the whole city, will be chosen as “excellent entrepreneurs of Ningxiang”, with an award of 100,000 yuan for each person (the same enterprise or entrepreneur will not be awarded repeatedly within five years). (This program is led by the Bureau of Industry and Information of Ningxiang.)

3.  Selection of "excellent professional managers"

Professional managers who have worked in the same enterprise for more than three years and have made outstanding contributions (including executives and above) will be selected as "excellent professional managers", and each person will be awarded 50,000 yuan. The same enterprise can only declare one person at a time, and the same professional manager will not be awarded repeatedly within five years. (This program is led by Ningxiang Municipal Bureau of Industry and Information Technology.)

4. Selection of " Star Technician"

An enterprise with annual tax revenue of 1~10 million yuan, each enterprise can recommend 1 excellent technician; one with annual tax revenue of 10 ~50 million yuan can recommend 2 excellent technicians; one with annual tax revenue of 50 ~10 million yuan can recommend 3; one with annual tax revenue of 100 ~ 200 million yuan can  recommend 5; one with annual tax revenue of more than 200 million yuan can recommend 8. These " Star Technicians" will be awarded 4,000 yuan each. (This program is led by Ningxiang Municipal Bureau of Industry and Information Technology.)

Article VIII Supplementary Provisions

1. The following documents are abolished, including the original "Notice On the Implementation Measures For the Revitalization of Ningxiang's Industrial Real Economy" (Issued by the Office of Ningxiang Municipal Government [2018] No. 1), "Several Measures To Reduce Costs And Increase Efficiency For Advanced Manufacturing Enterprises"  (Issued by the Office of Ningxiang Municipal Government [2019] No. 14), "Comments On Accelerating the Construction of Scientific And Technological Innovation Capacity" (Issued by Ningxiang Municipal Committee of the CPC and Ningxiang Municipal People's Government [2018] No. 4), "Measures For Encouraging And Supporting Enterprises To Be Listed" (Issued by the Office of Ningxiang Municipal Government [2019] No. 11), "Notice On the Implementation of the Intellectual Property Award Supplement" (Issued by the Office of Ningxiang Municipal Government [2020] No. 18).

2. Each leading unit shall introduce specific implementation rules, clarify the application process, the contact number of relevant departments and services, as well as the supervision telephone number. It shall also make public release to ensure the implementation is put in place, and the performance objectives shall be clearly defined for each investment. The incentive and subsidies shall be verified and published by the leading units and the Municipal Finance Bureau, and the Municipal Finance shall make arrangements on an annual basis and be responsible for supervision and performance evaluation.

3. This policy is interpreted by Ningxiang Municipal Bureau of Industry and Information Technology. Ningxiang Municipal Bureau of Industry and Information Technology, Ningxiang Municipal Bureau of Science and Technology, Ningxiang Municipal Supervision Bureau, and Ningxiang Municipal Financial Affairs Center will be in charge of the implementation of this policy in conjunction with the various parks and Ningxiang Municipal Finance Bureau.
